List of Suppliers and Providers of Technical Assistance

In order to ensure compliance with the principle of public conduct and to facilitate Managing Authorities (MA), through simplified procedures, in the purchase of goods and services for the needs of implementing the Technical Assistance operations, the Managing Authorities may draw up a list of suppliers and service providers.

The MA of the ‘Competitiveness’ Programme invites any party interested in being included in the list of suppliers and service providers pertaining to technical assistance operations.

The Call for registration on the List of Suppliers and Providers of Technical Assistance Services shall remain open on a continuous and ongoing basis until the issuing of the ministerial decision of paragraph 22 of article 63 of Law 4914/2022 (Government Gazette, Series I, 61) defining the eligible categories of technical assistance operations. Correspondingly, the validity of registration certificates is extended for the same period.

Inclusion in the ‘Competitiveness’ Programme MA’s List of Suppliers and Providers of Technical Assistance

Applicants for inclusion in the ‘Competitiveness’ Programme MA’s list are called to submit the following:

  • Application for inclusion in the list of suppliers/service providers (ANNEX IIA).
  • ESPD – European Single Procurement Document (ANNEX III). Completion of the form through espd.eprocurement.gov.gr, using the xml file (Taking into account the abolition of the Solemn Declaration Form following an amendment of Article 79(4) of Law 4412/2016 with Article 27 of Law 4782/2021).
  • Solemn Declaration (SD) (ANNEX IVB).

In all cases, economic operators should declare both the general category and the specific subcategory (where applicable) they wish to register in, provided they meet the prerequisites.

Financial Intermediaries

In the context of activation of the Infrastructure Fund and based on the minutes of the 5th Meeting of the Investment Council of the Infrastructure Fund, dated 7 May 2019, for the selection of the appropriate economic operators to calculate the Fare Rate of Return (FRR) in the case of the investment plans to be implemented under Article 16 “Regional urban development aid” or Article 39 “Investment aid for energy efficiency projects in buildings” of the General Block Exemption Regulation, FIs may use the List of suppliers and service providers of Ministerial Decision 23451/EYΣΣΑ493/24-2-2017 maintained by the ‘Competitiveness’ Programme’s MA, and specifically those registered in category B.

To this end, Interested Parties are invited to register on the ‘Competitiveness’ Programme MA’s List of Suppliers and Service Providers under Category B.

The objective of the Infrastructure Fund is to offer favourable financing terms to the private and public sectors for implementation of small and medium-sized projects in the sectors of energy, environment and urban development.
