The 2021-2027 ‘Competitiveness’ Programme is a comprehensive intervention in the productive, competitive and outward-looking sectors of the economy in their transition to a Knowledge Economy-driven development model, broadly reflecting the Country’s development priorities and in line with those of the European Union.
The Programme is the implementation tool of the National Smart Specialisation Strategy (ESEE), which connects research and innovation with entrepreneurship and the strengthening of national and regional strengths.
It is also in line with European Union policies for the digital and green transformation of the Greek economy, as well as the development of strategic technologies for Europe – STEP, the enhancement of defence capabilities, dual-use technologies and security. Comprehensive support initiatives are planned, aiming to cover the entire range of enterprises’ needs in terms of information, strengthening partnerships, developing new business models and securing technological, human and investment resources.
In the long term, the Programme aims to increase the size of Greek enterprises and strengthen their export orientation, enabling them to become key contributors to the Greek economy.
The strategy of the 2021-2027 ‘Competitiveness’ Programme is complementary to the REACT-EU interventions, which funded short-term labour market measures, SME health and support via liquidity and solvency support, investments in the green and digital transition, and the RRF, which funds reforms and long-term investments to bolster the productivity and resilience of the economy.
Overall, the 2021-2027 ‘Competitiveness Programme’ has a total funding of about EUR 3.82 billion in Public Expenditure, of which EUR 3.1 billion is drawn from EU ERDF and ESF+ funds, and sets priorities to strengthen the productive potential of the economy and related human skills.
With a robust development footprint through actions and high-added-value projects with cascading benefits for both society and the economy, the projects and actions of the 2021-2027 ‘Competitiveness’ Programme are expected to help meaningfully address the structural shortcomings of the Greek economy.
The strategy of the 2021-2027 ‘Competitiveness’ Programme is organized into eight key investment priorities within the respective Funds:

- Accelerating the transition to high-quality innovative entrepreneurship
- Supporting productive investments with emphasis on innovation, technological adaptation, digital transformation and the shift towards environmentally friendly processes and products
- Growth of the production of internationally marketable products and services
- Strengthening of new/startup entrepreneurship with high added value
- Upgrading and qualitative modernisation of the tourism product
- Supporting the development/adoption of innovations
- Business support services and creation of a favourable business environment
- Accelerating the country’s green and digital transition and technological development
- Support for Strategic Technologies for Europe – STEP (Strategic Technologies for Europe Platform) projects
- Support for investment plans and innovation development projects in the field of defence and security technologies and/or dual-use technologies.
- Development of workforce skills, with a focus on Strategic Technologies for Europe (STEP), defence technologies or dual-use technologies, as well as on supporting products and services used for security purposes.
