Action 1 ‘Basic Digital Transformation of SMEs’
The priority of Action 1 ‘Basic Digital Transformation of SMEs’ is to cover the basic needs of SMEs using modern information and communication technologies (ICT).
As a priority, the Action encourages the implementation of targeted investment plans involving basic digital transformation that contribute towards the extroverted, innovative and competitive production of goods or services of higher added value.

Minimum/maximum subsidised budget:
18.000€ to 30.000€
Aid intensity:
From 50% to 60%, depending on the region.
Budget allocation per regional category:
- €19,800,000 for Transition Regions: Attica and South Aegean
- €70,200,000 for Less Developed Regions: North Aegean, Eastern Macedonia – Thrace, Central Macedonia, Epirus, Thessaly, Western Greece, Crete, Western Macedonia, Ionian Islands, Peloponnesus, Central Greece
Beneficiaries: existing micro, small and medium-sized enterprises which, inter alia, must:
- have completed at least one (1) accounting period;
- have been active in one of the eligible activity code numbers (KAD) of the investment plan for at least one (1) year;
- have at least three (3) employee AWUs during the calendar year preceding the submission of the financing application;
- not have completed the physical scope of the investment or not have fully implemented it prior to submitting the financing application.

Eligible Expenditure
- Expenditure for equipment (by way of example): procurement of digital office equipment, upgrading of internal data transfer networks, interaction with workers, customers or suppliers, etc.
- Expenditure for software (by way of example): procurement of modern operational resource & procedures management applications (e.g., ERP, WMS, KPIs, EDI, BMPS, etc.), image processing, 3D modelling and CAD, digital security, customer and supply chain management, production optimisation, etc.
- Expenditure for the provision of services associated with digital upgrading (by way of example): consulting support to monitor the implementation of the investment plan, technical support for the implementation of the investment plan, installation or configuration of applications included in the financing application.
- Indirect expenditure
The date of publication of the Detailed Action Call is set as the starting date for eligibility of expenditure.
Maximum duration of completion of the physical and financial scope: Nine (9) months from the date of issue of the Inclusion Decision.
Application Submission Procedure
Financing applications are submitted exclusively using electronic means via the Integrated State Aid Information System (OPSKE) using the standardised Financing Application Submission Form available on OPSKE (Indicative Financing Submission Form found in Annex I).

Financing applications may be submitted only for ‘Action 1 – Basic Digital Transformation of SMEs’ or ‘Action 2 – Advanced Digital Transformation of SMEs’ or ‘Action 3 – Cutting-edge Digital Transformation of SMEs’.
Enterprises may also submit an application for one of the other two actions (Action 2 – Advanced Digital Transformation of SMEs and Action 3 – Cutting-edge Digital Transformation of SMEs) only if a period of three (3) months has elapsed from the full payment of the approved financing application under this Call.
Financing applications will be evaluated in order of priority, in accordance with the date and time of final electronic submission to the OPSKE.
The Action will remain open until the Budget has been exhausted.
