Pre-publication of the Action ‘Research-Innovate 2021-2027’

The pre-publication of the Action ‘Research – Innovate 2021-2027’, which aims at strengthening research and innovation and is fully aligned with the national strategy in order to make innovation the focus in a sustainable and resilient recovery from the pandemic, but also to accelerate green and digital transition and ensure technological development in Greece, was announced.

First and foremost, the Action aims to meet the needs of research and innovation enterprises and bodies, thus addressing the majority of potential beneficiaries.


Budget
300,000,000

The Action is co-funded by the EU’s European Regional Development Fund (ERDF) and national funds.


Beneficiaries 

  1. a) Enterprises and ‘Other bodies which are treated as enterprises’ and
    b) Research organisations and ‘Other bodies which are treated as research organisations’.

For enterprises to participate in the Action, they need to be legally incorporated and operate in Greece or another EU Member State, either as legal entities (e.g., SA, LTD, General Partnership, Limited Partnership, Private Company, Social Cooperative Enterprise) or as personal enterprises.

Problematic enterprises and enterprises whose EU aid recovery decision is pending are excluded.


Interventions

  1. Research and development conducted by enterprises
    Intervention Ι addresses existing enterprises, regardless of their incorporation date. Potential beneficiaries are either small and medium-sized enterprises (SME) or groups of companies, including at least one SME.
  2. Partnerships between enterprises and research organisations
    Intervention ΙΙ relates to partnerships between existing enterprises and research organisations, regardless of size and their incorporation date, with enterprises being the main recipients.

For partnerships of two or more partners-bodies, one must be an SME. For partnerships of more than four partners-bodies, two must be enterprises and at least one should be an SME

III. Utilisation of Research Results
Existing individual SMEs are potential beneficiaries of Intervention III.


  1. Seal of Excellence for enterprises
    Potential beneficiaries include small and medium-sized Greek enterprises which were awarded the Seal of Excellence for research and development projects.

The specific terms of participation will be included in the Detailed Action Call.

Submission of proposals and aid 

The Action ‘Research – Innovate 2021-2027’ is expected to be announced in the fourth quarter of 2022. In discrete submission stages, proposal submission will commence with enterprises (4th quarter 2022), followed by proposals for research project between partnering organisations and enterprises (1st quarter 2023) and later projects which were awarded the Seal of Excellence (2nd quarter of 2023).
