This Call is addressed to the Hellenic Emerging Technologies Industry Association (HETIA) concerning the submission of project proposals (operations) to be included in and financed in the context of the Competitiveness Programme / European Regional Development Fund (ERDF) and Action SGP 1 – RSO1.1 – Action 1-1.1-08: Hellenic Chips Competence Centre.

The Action promotes the development of a National Competence Centre in the chips sector and relates to Greece’s participation in the European network, for which funding has been approved by the Digital Europe Programme in the context of the European Chips Act and the Chips Initiative, so that it can be financed as a synergy project up to 100%. The Action seeks to finance up to 50% of the Hellenic Chips Competence Centre (“HCCC”) with which Greece participates in the European network to cover the remaining percentage of its eligible budget from the ERDF in synergy with the Digital Europe Programme.

Eligible end-users of HCCC services are small and medium-sized enterprises (SMEs) as defined in the Commission Recommendation of 6 May 2003 (2003/361/EC), whose registered offices or branch are in Greece, as well as public sector organisations. HCCC services are provided free of charge or at reduced prices to these users. The total value of the service, where provided free of charge, or the discount, where provided at a reduced price, are deemed to be State aid to end-users and the procedures in paragraph 2.3a must be followed. Public sector organisations which engage in non-economic activities (such as universities and research organisations which use HCCC services for their main non-economic activities) are not subject to this check.

It should be noted that, according to the European Chips Act, HCCC services may also be provided at a price or actual cost to large enterprises. Given that these users will pay for the services, they are not considered to be recipients of State aid. In this case, the HCCC’s costs incurred in providing these services are not eligible in the context of this Call. The same also applies to bodies/companies whose registered offices are in another state without a branch in Greece and in general to all bodies which do not fall within the eligible end-users specified in the previous paragraph.
