This is a targeted intervention which seeks (a) to bolster the domestic production base in key sectors and (b) to support and expand the export orientation of Greek businesses. By increasing local production of products for which there is high international demand and improving export performance, the Action is expected to make a positive contribution to the Greek economy. At the same time, it seeks to strengthen domestic demand for Greek products by bolstering the competitiveness of Greek products at international level.<\/p>\n<p><strong>PUBLIC CONSULTATION &#8211; SUBMISSION OF PROPOSALS<\/strong><\/p>\n<p>This pre-publication has been issued for\u00a0<strong>public consultation<\/strong>\u00a0to enable potential beneficiaries and the wider business community to submit proposals to improve the terms under which the Action is implemented and to better prepare the detailed call. Interested parties, businesses and market representatives are invited to send their proposals, comments and observations by\u00a0<strong>15 December 2025<\/strong>\u00a0to the\u00a0<strong>email:<\/strong>\u00a0\u00a0<a href=\"mailto:paragoume_edo@mou.gr\"><strong>paragoume_edo@mou.gr<\/strong><\/a><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Budget: \u20ac50,000,000<\/strong><\/p>\n<p>The Action is co-financed by the European Union, in particular by the European Regional Development Fund (ERDF), and the Greek State.<\/p>\n<p><strong>Aid rate<\/strong><\/p>\n<p>Funding will be made available in the context of the <strong>De Minimis\u00a0Regulation (Regulation (EU) 2023\/2831)<\/strong>\u00a0with a 50%\u00a0<strong>public component<\/strong>\u00a0and a 50%\u00a0<strong>private component.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><strong>Eligible Enterprises\u00a0<\/strong><\/p>\n<p><strong>Existing medium-sized,<\/strong>\u00a0<strong>small and micro enterprises <\/strong>operating in\u00a0<strong>the processing sector as well as in sectors with a significant imbalance between domestic supply and demand.<\/strong><\/p>\n<p><strong>Key eligibility requirements<\/strong><\/p>\n<p>The\u00a0<strong>key eligibility requirements<\/strong> for potential beneficiaries are as follows. They must:<\/p>\n<ul>\n<li>make an investment exclusively in one category of region within the territory of Greece.<\/li>\n<li>have at least\u00a0<strong>two (2) fully closed accounting periods<\/strong>\u00a0before the date of online submission of the funding application.<\/li>\n<li>be materially active (in terms of their <strong>primary NACE code or NACE codes with the highest revenues) in one (1) eligible NACE code before the date on which the funding application is submitted online.<\/strong><\/li>\n<li>have one of\u00a0the <strong>investment-eligible NACE codes (or more)<\/strong> set out in the detailed Call prior to the online submission date for the funding application.<\/li>\n<li>have at least one (1) employee AWU in the calendar year prior to the year in which the funding application is submitted. This will be confirmed based on the declared data held for that undertaking on the ERGANI IT system.<\/li>\n<li>be in good standing.<\/li>\n<li>operate exclusively as corporate\/commercial undertakings.<\/li>\n<li>meet the implementation conditions laid down in Commission Regulation (EU) 2023\/2831 (OJ L 15.12.2023) of 13 December 2023 (the De Minimis Regulation) on which the Action is based.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>The eligible categories of business activities and all conditions for participation will be laid down in the detailed Call for this Action.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><strong>Project budget<\/strong><\/p>\n<p>The minimum budget for each investment plan is\u00a0<strong>set at \u20ac100,000.<\/strong><\/p>\n<p><strong>The total subsidised budget for the investment plan may not exceed the highest turnover achieved in one of the three management periods (or less if the undertaking has not yet completed three such periods) in the year prior to submission of the financing application, with a maximum aid limit of \u20ac200,000.<\/strong><\/p>\n<p><strong>Where the investment plan has a budget higher than the maximum limit specified above, the excess amount shall be deemed to be a 100% private participation in implementing the plan. In this case, even though the excess expenditure is not subsidised, the scope of evaluation and monitoring-control is the entire investment plan, including the excess cost.<\/strong><\/p>\n<p><strong>Eligible Expenses\u00a0<\/strong><\/p>\n<p>Among other things, this Action covers expenses relating to:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Modernisation of production equipment<\/li>\n<li>Technological upgrades and adoption of Industry 4.0 solutions<\/li>\n<li>Research and purchase of know-how<\/li>\n<li>Quality certifications and compliance with international standards<\/li>\n<li>Branding, redesign and product promotion<\/li>\n<li>Coverage of payrolling costs for new specialist staff<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The maximum completion period for the physical and financial scope of the investment plan may not exceed\u00a0<strong>twenty-four (24) months<\/strong> from the date on which the Evaluation Results Approval Decision is issued.<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><strong>Submission and Evaluation of Applications for Funding<\/strong><\/p>\n<p>Applications for funding are submitted through the Integrated State Aid Management Information System (iSAMIS).
